Kapiti Councillor David Scott has gone on trial before a jury in the Wellington District Court on an indecent assault charge.
The alleged offence occurred during a morning tea break at the KCDC HQ in April last year.
The complainant, a woman employee, was talking to Mayor K Gurunathan when Councillor Scott was alleged to have assaulted her.
Councillor Scott (71), represented by lawyer Mike Antunovic, has pleaded not guilty.
The Dompost reports that the woman said she was disgusted to feel Cr Scott rubbing his genitals against her during a morning tea break.
Mr Antunovic asked her if she could be mistaken about what she felt, but she denied this suggestion.
Evidence was given by Mayor Gurunthan, who was talking to the woman employee at the time of the alleged offence, and by a woman co-worker who was present.
The case continues.
